It appears that Mueller in the way he has reference the original document and answered questions, he did not ask for indictment of Trump, because he is a) using evidentiary standard would it be sufficient evidence to convict in a court of law, versus preponderance of the evidence, and b) he believes that a sitting president cannot be indicted. When asked directly did that factor into why he was not indicted, Mueller answered in the affirmative.
Trump refused to testify under oath, because lying under oath is an impeachable offense (see Clinton). Mueller also stressed that Russian interference in our country's election DID occur and is an ONGOING threat. Ken Buck (R-Colo.) asked Mueller, “Could you charge the president with a crime after he left office?” Mueller answered “Yes.” Buck, who seemed surprised, asked again whether Trump could be charged specifically with obstruction of justice. Mueller again said clearly, “Yes.”

Mueller’s answer needs to be front and center as Congress decides its next move. If the president is reelected and serves his full term, the five-year statute of limitations on obstruction of justice will run out before he leaves office. Thus, reelection would almost guarantee that Trump will never stand trial for his crimes."
