Term ''Ceylon''

I have noticed a lot of jewellers using the term ''Ceylonese'' Sapphire, do they all have origin certificates because the majority of stones sold in Sri Lanka now come from Madagascar ,What is the legality of these claims , do they have any right to claim them as Ceylonese?

A stone from Mada sold as 'Ceylon' or 'Ceylonese' is plain fraudulent.

However, there is no legal name issue here.
