As a newbie, I have two general questions: (1) With regard to symmetry, can the naked eye tell the difference between the rating of VG, EX, and ID? and (2) since the cost is higher and given the technical clarity difference, is there any practical reason to spend more on a VVS1 or VVS2 rating vs. a VS1 rating (I have read that some VS2''s may not be eye clear so I was staying away from VS1)?
I am looking for a high quality 1.70 to 1.75 ct. round diamond not to exceed $20,000. Specifically, I am looking for some feedback on the following diamond:

The HCA shows a performance rating of 0.4. Does that rating raise any flags? The reason I ask is that of all the specs I have analyzed, I have rarely seen anything below 0.8 or so. What are your thoughts about this diamond and the price?

James Allen has eleven "ideal" diamonds between 1.70 and 1.75 and I am somewhat overwhemed given my inexperience and the amount of money involved. That is why my initial review has been just limited to one vendor.
