smaller ct stones are actually cheaper today than 7 yrs ago?

i found an old Rap report ( March 03) in my drawer and it shows the following prices per ct.

.50-.69 ct
G VS1-$3900.....VS2-$3400....SI1-$2900
H " $3300 " $2900 " $2600

.70-.89 ct
G VS1-$4800....VS2-$4500....SI1-$4100
H " $4300 " $4100 " $3700
