Silky/included stones referred as VVS or flawless by vendor

I was looking for a yellow sapphire and found a few that I like. The vendor refers to them as VSS or Flawless, but I can clearly see with my eyes that they are not clean. Is silk not considered an inclusion? Can someone please advise me on where I might be missing something here? Example below.

 
For the example you provided, and while I'm not totally sure about the "flawless" claim, is very heavily magnified. There is pretty much no chance you can see those sugar/grainy inclusions with naked eyes, and I doubt even with 10x loupe which would be considered "loupe clean" in the CS world. I think the terms that the vendors use are more lenient than diamonds as almost all natural colored gemstones will have inclusions. But I'm no expert so hoping others here can correct if I'm wrong. It just seems so different compared to other magnified videos/pictures I've seen from other vendors. I love the color, but I do have some concerns that the stone might appear grainy in real life as well...
 
I've purchased from this vendor before and they are reputable. You can ask for more videos of the stone and double check if it's eye clean as well.

Also keep in mind that they do have a return policy but you would have to pay for the shipping back to Narobi which is very expensive.

it does appear grainy in both of their videos though... how to know it's not going to be grainy in real life?
 
I think that kind of stone will look glowy and not sleepy -- with those sugar-like inclusions as opposed to diffuse silk. We have a tiny pink sapphire that is very glowy and it looks like this. "Eye-clean" to anyone not on PS -- it's just at the limits of my naked-eye resolution. It looks like garbage under the loupe (!) but is pretty everywhere else.
