That really is going to vary from jeweler to jeweler. Your best bet is making some calls where you live. If the shank is already thin, then it might not be able to be enlarged to a 7 without replacing the shank. And in that case, you may as well buy another simple setting the right size. Sizing around here is about $25 as long as the shank is thick enough to make it larger.
some jewelers don''t like working in front of customers others dont mind. assuming there''s no fear of damaging the ruby while it''s set in the setting the whole thing can be resized and repolished in about 45 min - 1 hour. the repolishing takes longer than the actual resizing i think.
