I would pick the 2nd one for two reasons - It's graded by GIA which has tighter grading scales than EGL and it has a better chance based on the measurements provided of being a better stone.

Is this a B&M stone or an internet dealer? Can you get sarin reports for the GIA stone?

This would allow you to use the HCA, and maybe someone here could then make you a gem file that would show you the likely light leakage of both stones so you could compare them.

What are your priorities for the stone (between cut, carat, price etc in order of importance)? This would allow us with too much time on our hands to help you search
