Prong Seat Question for those with bench experience

Hi - I have a question about prong set round brilliant diamonds. We would probably all agree that a round diamond should be properly "seated" in the grooves that the bench person carves into the individual prongs. However, there are times when the stone is not all the way fitted into the seat or there is a small gap or somesuch other issue. Is this always a problem with the bench person, or are there stones that are so wavy, uneven, whatever that they cannot all be properly seated.

I just watched a video on diamond setting. It appears that a burr approximately the size of the diamond is rotated inside the prong basket making the seats. It would seem to me that unless each seat were cut specifically for the stone, there would be variances in how well each prong fits on the diamond. Does this make any sense? Is seating more of an issue in OEC and Old Mine versus MRB?
 
Since they are using a burr, seating of the stone depends on the care and skill of the bench person.
