How much do diamond prices fluctuate? Are they economically sensitive, or does the cartel just take its gains in stride?

They do not fluctuate in days or months - they do in years and decades bsaed on supply and demand - some sizes, shapes and qualities go up and some go down.
There is no 'cartel' other than the one in leftwing journalists minds (now there is an oxymoron for you).
