I think it is blue-green tourmaline, just not paraiba. Kind of like pink spinel versus mahenge spinel. It doesn''t have the flourescence.

Here''s a really good (big $$) paraiba:

Here''s just a blue green.

I''m hoping other PSer''s will provide a more technical explanation, but I think it has to do with the copper.

BTW: I run away from ebay sellers with a less than 99% positive rating.

That gem looks like an ordinary indicolite, not a neon paraiba. The lab report sounds "iffy" too. I've never heard of " GIT-brazilian Independent Gemologist." What the heck is that? Is that a lab or an independent gemologist? I know GIT is a lab, but it's not located in Brazil. BTW, an independent gemologist does not have the equipment to test for copper like a sophisticated lab does.

There are so many boring average indicolites on ebay that are trying to be pawned off as paraiba. If my gymshoe had copper in it, I think a buyer would try to sell it as paraiba.

So all that I have to do now is to find out if there are pieces of copper wire left from previous remodeling in your gym and be the first one to make you an offer... Do you plan to auction it off or sell at a fixed price?

Sounds like the vendor is playing around with the GIT lab name too, twisting it around to make it sound like the memo is from GIT but it really isn’t. There are many gemstones that contain minute traces of copper as well but do not glow. Unfortunately, there are people who buy the paper and not the look, or are fooled by the name “Paraiba” which some vendors are more than happy to take full advantage of this.
