Is this a good deal / fair price?

If the color and clarity is correct, the price is reasonable.
If the stone really meets the Tolkowsky standard is another question. EGL's standard for Tolkowsky is very broad. Who's to say they are wrong? Some of us disagree, but they are a very big entity and have a right to their grading structure.

The same goes for color and clarity grading. I assume the grades would meet GIA grading standards. This may or may not be the case as EGL uses EGL's own color and clarity standards that are not exactly the GIA system ones. The nomenclature is the same except for SI3, but it is pure speculation to tell you the diamond is good for the money based on incomplete measurements and a report from a lab that does not claim to be using GIA grading.

In short, no one could be certain.
