Opinion on RB

Hi PS experts I'm a long time member but seldom post. A friend of mine is looking for a RB for his upcoming proposal (date not set yet) and wants my inputs on some of the contenders. There are 4 but three of them didn't score well in HCA. This one scores 1.9 in HCA so would probably worth looking at?

So what's your thoughts about this diamond? Should I (or he) be concerned about the VG symmetry, large table, and crown/pavilion angles? Is this stone a bit on the shallow side? Will it affect its performance?

Any inputs are appreciated!
 
Btw, the inscription says "H&A" but I assume it doesn't mean it's graded by GIA as "H&A"? Right?

I'd request an idealscope for the 1.10 and the 1.06. Do you have any pictures of the stones? Has the seller confirmed they're all eye clean?
 
The stones are from a local vendor who doesn't provide IS images but my friend definitely can go and see them in person. Any advice on what to pay attention to when viewing the stones in person?
 
Not in love with any of these. Wouldn't do very good on symmetry. That last one has a pavilion angle that could be a problem. I guess he can just choose by sight because each one has advantages and disadvantages.
 
DS, would you mind elaborate a bit? What's about the PA of the last stone that can be a problem? And what is the advantages/disadvantages of the first stone?

The one with strong blue florescence he would have to look at in the sunlight to see if the stone goes milky. If it does it is a pretty big deduction.
