? on Rapport Price List

I was at a local B&M store this weekend and they showed me a Rapport pricing sheet which they used to determine the price of a diamond I was looking at. Is this price sheet used for determining wholesale or retail prices? How often do these prices change? The prices seemed high to me.

Any advise?
