Old Silver Brooch? Old Gold Brooch? Missing Gemstones.!

I got old jewelry pieces from a friend who inherited many from Mid-century Europe. The Brooch is just one with missing gems.The maker's mark is a chalice gobblet type.! Does anybody have a clue as to its origin?
