Old Panjshir Emerald?

Hello Everyone!
Recently have offered me this emerald. It is not exactly a stone that I know... Emeralds. I would appreciate your opinions.
The emerald is certified by IGI-GTL lab in India.
Emerald weight 23.71cts. Octagon/Step shape. Dimension 17.73X14.93X11.30 mm. Moderate amount of oil is present in fissures.
