Old cross and 18" chain, trying to identify the two hallmarks, the 2nd hallmark looks like a scale

This design looks like a compass. It may represent some sort of organization or religious order, or even a mariner's cross. The clasp appears to show an anchor.
Is it marked sterling? It could be a custom piece made for a sailor.
