Nifty enamel and diamond brooch

Just saw this cool brooch on ebay and thought it was quite striking!

I wonder if it's Russian?

I can't afford it, but I thought others might enjoy seeing such a unique piece. I was particulairly impressed by how the diamonds were set to mimic the flower shapes in the enamel - I wish the pictures were better!
