It's not the seller's fault that USPS "lost" the package. I am not sure why Paypal would refund for an undelivered item this soon, either??? Don't you have to wait a certain amount of time to allow for a delivery?
If I were a seller, I would also be hesitant to refund before USPS allows for the claim of lost package to be made.
