I would think they are NOT negotiable online since they're usually cheaper. Each B&M store is different, but if it's independently owned you may get it cheaper if you can pay in cash. Anyone else know?
Everything is negotiable. Even when someone tells you, "We don't negotiate," that's usually just a negotiating tactic. Even if you can't get movement on the price, you might be able to get them to throw in something else like free shipping or a (cheap) setting.
If someone wants your business, they'll be willing to deal.
For most parts all B&M stores would negotiate on pricing (there are a few high end stores that don't - like Tiffany's) and on-line do especially if it is just a brokered stone and you happen to mention that a competitor is listing at XXX price as compared to the YYY price being offered. More often then not, the on-line source would match the competitor's price.
