This is what I would do assuming I like the diamond.
1. Ask whether the stone has a grading report (preferably GIA, AGS or EGL-USA). Additionally ask for Sarin report to know crown and pavilion angles.
2. Compare price for the stone to similar available online. The price must be at least 5%-10% lower than online prices. Otherwise, there is no reason to buy without return policy.
3. If the price is good, I would discuss a right to return it if independent appraiser will find the stone doesn’t match its grading report.
