Can anyone recommend a jeweler that specializes in micro pave diamonds? I am interested in creating a micro pave halo ring in the Los Angeles area.

Is your budget based on what is reasonable? How nice of a setting do you want? You can probably get a non-platinum one for less than $3k, but Victor's will be more than that. I wonder where David Klass is located.
