know a lab for irradiating/colour-treating diamonds in Singapore?

Hi I am looking for a lab that could irradiate/colour-treat diamonds in Singapore. Could anybody help, please?

Would like to explain that I bought a parcel of diamonds from a guy on Ebay, supposed to get 6 diamonds (0.5 to 0.99 ct, H SI3-I1) but was cheated and received 20 small stones very cloudy/milky or yellow with black inclusions. Do not know what to do with them. Thought maybe can have them irradiated.

Any suggestions?
