Jeweler recommendations for custom pearl/diamond necklace

Is there someone you would recommend for a custom necklace?

I'd like something similar to http://www.ebay.com/itm/TIFFANY-CO-PLATINUM-DIAMOND-PEARL-BY-THE-YARD-VICTORIA-NECKLACE-PENDANT-/221713323496?pt=LH_DefaultDomain_0&hash=item339f24d5e8 but with bigger diamonds/pearls, I wasn't able to find anything online over 1ct total

Are you looking for the bench/vendor to source both the pearls and diamonds for you too?
How particular are you about the level and quality of workmanship?
Budget?
There's a shop for every budget, which is why I asked the above questions.

I would prefer if they could source the pearls/diamonds but can do it myself if that's more expensive.

No strict budget, I guess at most $10k but hoping to get it cheaper than that. I'm mostly trying to get a sense of how much it would cost I'm not super picky about craftsmanship just want something that looks nice at a fair price (and I love good deals)
