As some of you know, I live near Antwerp.
Antwerp has GIA lab take-in offices.
I know, even as a private person, it's allowed to submit a stone for certification, verification...
This take-in offices will make the paperwork and insure the goods.
It seems that you can choose another recipient in another country after GIA has done its work.
Are there some limitations?
Could this be a route to sell a preloved diamond?
For example: if someone in the US wants to buy my diamond, I send it to GIA via the Antwerp take-in offices, then have the GIA send it to a renowned appraiser/escrow.
The buyer is of course responsible to pay VAT if it applies in his country.
I wonder if this is legal.
 
Another way to use this route is to send a stone from Europe to an US trusted jeweler for consignment.
But I'm probably missing something...
 
I have no idea about legalities, but selling direct to the customer with an appraiser in the middle will be a better value for the stone buyer. If you add a jeweler into the equation, then the buyer has to pay full retail. The whole appeal to the buyer should be to get a better price because they won't have benefits such as buyback and upgrade policies.
 
I believe GIA will only release the diamond to the person or company who submitted it. You would have to call them and ask to find out for sure.
