Yes - but the amount od tilt seems to be about or more than 5 degrees before you can see it.
Most people agree that less than 5 degrees of tilt is the point where we call a stone as having some fisheye effect. 0 degrees of tilt is a full fisheye
If the stone were not tilted, that would be considered about a 25% fisheye.
A true fisheye would show that effect all the way around when viewed face up (not tilted). That is why it has the name "fisheye". When circumferencing just inside the girdle it has the eerie effect of looking like a fish's eye.
This stone probably does not exhibit the fisheye effect when not tilted.
