Is this diamond worth $4,500?

Greetings! For the past 2 months I've been on the hunt for the perfect diamond with which to propose to my dearly beloved (within budget!) After an exhaustive search I think I may have finally found the one...please let me know your thoughts on this diamond and whether it is worth $4,500...thanks!

Stone light performance looks nice to me, but the price is on the high side. 0.9ct H SI1 are running $3000-$4500 online.

Out of curiosity, how can you tell that it is painted?

Is it because the little white triangles adjacent to the ends of the 'arrows' are quite small?
