Is this a Sapphire?

Is this a sapphire? It looks to be "rough" and of lower quality, but I don't know too much about gemstones.

Any guesstimate as to the value per carat on something like this?

I dont know, but if you're looking it to have it faceted into a gem, it may help to see what a facetable rough looks like, so here is a picture Jeff White sent me when i was considering a custom cut sapphire. I was going for a blue green color.

Yes, it's a sapphire. It's probably in India, and they sell for pennies per carat. They are cool, but not valuable.
