Is this a good choice?

Unfortunately, without a video and/or advanced images, we can't offer any feedback about the things that will make or break a diamond: diamond crystal quality, cut precision, cut issues, etc.
Are you open to having us provide some recommendations for your budget from the inventories of whichever seller(s) you are looking at?
 
It's a D VS1. So the inclusions are probably safe. But, as I've recently discovered apparently an IGI VS1 can also have a black spot on the table. SO you would need to ask them to confirm it is completely eyeclean. Ask to pull it (or check with person that has it) and ask them if it has a grey tint, a brown tint, any tint or other undersireable issues. They may be able to get you a picture even.

Run the proportions (I've copied for you, pictured below) through the HCA to find out if it's a good one. A score under 2 is good. https://www.pricescope.com/tools/hca?utm_source=Website&utm_campaign=HCA+Ads

If it doesn't have any issues with tint or clarity, and it is under 2 on the HCA you are good to go. Otherwise, keep looking.
