There was another thread, started maybe yesterday, that said you can see an H&A pattern in a stone that's not necessarily ideal proportions.
It would indicate at least VG symmetry, but you would need to know more details about it to gauge its performance (which includes seeing it of course).
Not sure about that "at least VG symmetry" - since the respective word on the cert means something different than the alignment of facets needed to produce the H&A pattern.
The arrows would not guarantee top brilliance and stricter conditions are needed to form the harts than to form the arrow in the pattern - so I deduce that "correct harts" would pin down the proportions of the cut under tighter limits than the arrows, for what is that worth. Given what the arrows plus harts are good for (some approximation of light return in absence of measurement of any kind)... the stone could be a nice compromise between "random" facet alignment and H&A. I would not call that "bad".
