Is AGT GIA-Japan?

Is AGT GIA's lab in Japan?
If so why don't their reports look like GIA reports?
Or is this some independent lab trying to piggy-back their image on that of GIA's?

Also, how does grading at AGT compare to GIA and AGS?

Here is some info http://www.diamonds.net/news/NewsItem.aspx?ArticleID=2720. It says that AGT has an alliance with GIA to offer education programs. It also talks about the Japanese mostly using "sorting memos" and states that "GIA Japan" grades are not necessarily honored by GIA USA.
