if guest are not attending wedding can I not invite them

to my bridal shower ? I''m only allowed to have 40 guest and if they arent making it to my wedding I dont see the point of them showing up to my shower.

I would still invite them if they have a good reason they can''t make the wedding that day. They might still wanna celebrate with you at the shower! I would come if I couldn''t make the wedding!
