Looks great, just ensure the central twinning wisp isn't visible with a naked eye at an angle.

Very interesting. They provided a photo with lighting condition that highlights twinning wisps.
It is possible those twinning wisps may go away under a normal viewing condition.

I don't see anything too alarming about cut quality and light return. At the same time, nothing can be really confirmed without more photo.

First, ask for more photos and IS/ASET images.
If the stone is not in his office (very likely), ask if he's able to provide more photos and inspect it in person once it arrives in his office after you make a payment. If you don't like it, you request for a refund.
I would ask him what his return policy is and if he offers free return shipping.
