how much resizing can a ring take?

Can a 3/4 eternity ring size 6 3/4 be sized to an 8 1/2?
 
No, it will change the structural integrity of the area where the diamonds are. I was informed by BGD that I could resize my half eternity by one size at most, and that was pushing it a little.
