How much over Rap should you pay

Is there an accepted amount(percentage) one should pay over Rappaport for an near-Ideal to Ideal cut stone (around 1.5ct, G, VS2-SI1)?

I can't tell you about the Rap, but I can tell you that if you use that nifty "Search by Cut Quality" link on the front page you can figure out about how much you're going to pay for them if you buy on the internet (it looks like about $10k, which will vary by cut quality, prominence of inclusions (and whether they break the surface!), and if someone actually has the stone in hand and has already selected it for beauty like NiceIce or GoodOldGold).

Hopefully this will give you some sort of a guideline. You can expect to pay somewhat more than this if you buy in a B&M store.

I would suspect that for an ideal cut around here you would be paying under rap and for a H&A cut somewhere from 10% under to 10% over. Depending on the size and the demand for that size.
