Probably USPS Registered would be your best bet - but check they will insure loose diamonds. Reg mail is slow but very safe. You will need proof of value to ship the diamond.
Registered mail is the only real safe way through the mail. Fed Ex and UPS don't do loose diamonds for the average person, I believe. Registered mail can be insured for up to $25,000 and comes with delivery confirmation (but no tracking). I have shipped my loose diamond and my e-ring this way many times. You can insure it for whatever amount you choose, they do not need you to show proof of worth. Also, because registered mail is so protected (it is always in lock and key) the P.O is very picky about the container it ships in. Bring a small box to the P.O (if you don't have one you can get one there) and they will need you to wrap the entire thing in brown paper tape (which they also have there). No shiny, regular tape can be used whatsoever.
Reg. mail is known for being slow but when I shipped my diamond to Texas from Florida it to took 1 day. There are no guarantees on how quickly it will get there however.
