You need to run the numbers from the certificates through the HCA https://www.pricescope.com/tools/hca

Under 2 is desirable, but once under 2 lower is not better. It can help weed out GIA excellents that aren't really all that excellent.

#4 is the best cut. If price is a concern then I'd also look at #2.

Fluor itself is not as much of a concern as the industry makes it out to be - the instance of fluor causing any milkiness / oiliness is extremely low, and more common in stronger fluor stones. Some of us love and actively seek out fluor stones - it's a personal preference, but I like the blue glow in UV and blacklight, and the slight boost in apparent color grade is appealing to some as well.
