HCA Score

Dear Gary,
I have question regarding the HCA score. Say I have 2 stones that show Ex, Ex, Ex, Ex but have different scores. One shows 0.4 and the other one score 1.
Could you tell me why and which one is better?

Here I'm copying his note for HCA.

"A score below 2 (Excellent) means you have eliminated known poor performers (more than 95% of all diamonds). Your own personal preference may be for a diamond with an HCA score of 1.5 more rather than one with a lower score of say 0.5."
