Graining affecting polish

I have read that due to the grain direction of a diamond the cutter may not be able to achieve a good polish. Would this just be in the area of graining and surface grain lines or would the whole stone be affected? I have also read that one side of the diamond rough is harder to cut than the other is that because it is against the grain?
