How easy is it to see this number laser cut onto the side of a stone?

Would a x10 loupe suffice?

Is it ever considered rude to ask to look at this when buying a stone?
 
It's your money your spending so you can ask to verify whatever would make you more comfortable when purchasing the stone IMO. I can see the laser inscription with a 10x loupe but I think a higher magnification would make it a little clearer.

That's why it's there. By all means ask if you need assistance in reading it.
 
you should and must ask to look at it if the stone had been inscribed. If your diamond comes with a grading report with an inclusion plot, it is good practice to get the salespeople to show you how it matches up against the stone too.
