I am looking to buy an engagement ring with the following specifications:

Color: F or better
Clarity: VVS2 or better
Carat: .75 - 1.00

My question is how worthwhile is it to get a 1ct diamond versus the .75? In terms of in the future if my fiance wants to upgrade her ring. A jeweler told me that a 1ct diamond will have a far greater resale value because the specs I am looking for are hard to find. Is that true?

If the jeweler has an upgrade policy, it will be in the terms of that policy.

If you are going to sell it to any other jeweler, no guarantee, you would be lucky to get back 30-50% of what you paid for regardless of the stone size and quality.

Yes, and you will pay for it too! Your best bet is to work with a vendor who has a good upgrade policy.
As far as resell goes, people usually get 30-50% of what they originally paid. If you have an idea that you
might want to upgrade in the future, work with a vendor who gives you 100% value of your original purchase
price.

I would have thought that larger stones would retain their value better in the future, but, as mentioned, you will not get back what you paid for many years and by that time, many other "investments" would have gone up a lot more than simply recovering what you paid.

Someone with a 0.75ct ring may *wish* they had 1ct. I''d suggest that if 1ct is within reach, go for that major milestone.

Rather than set your heart on a colour/clarity/carat combination, I''d be far more interested in the cut quality.

While F colour may be an excellent choice if you want the stone to look very white, I''d say that VVS2 is unnecessarily high clarity for a 0.75-1ct stone.
You should be able to drop to VS clarity and almost always, it will be eye clean and look identical to VVS2 - if graded by GIA or AGS.
That would allow more $$$ to allocate toward the size of the stone.

With the 1ct level apparently within reach, I''d be tempted to go as low as G colour and SI1 clarity, if necessary. However, F colour and VS2 clarity would be my preferred choice if 1ct is still attainable.
