Nope. You have to be a member of a Jewelry Association or something. Many people have asked, no one has successfully gotten anything. They do carry on PS a high and low of prices on Price Stats http://www.pricescope.com/repscope.asp
Also the best way to do this is to look around online, or in stores and create a list yourself, or a spreadsheet of the stones you are looking at with similar color, clarity and carat. Reember cut is important but not everyone's opinion of "well cut" is correct, especially in a store where they have never heard of hearts & arrows....
Rap sheets are only useful to know how much a price is inflated, because people don't generally buy at RAP prices. They buy at a discount of it. the better the cut though, the higher and closer to RAP the price will be. Also if you get a branded stone, like Hearts on Fire, RAP doesn't apply...neither does negotiating. Yes it's nice to have a benchmark price list, but it won't help you, unless you do the homework, and there's a lot of it....stick around, see what people are buying, what they pay, and post stones you are looking at with crown and pavillion angles, depths, and table percentages, colors, clarities, etc...people can help you out and give you choices you hadn't found. Also first visit the sites on Price Scope with tutorials, and learn about stones and their cuts...also read the FAQ, you'll be suprised how many of your questions have already been asked and discussed!!!
