Because there is no agreement as to the definition of Medium, we can't say if the actual amount of fluorescence is sufficient to cause any problem at all.
However, the use of Medium on a GIA document will make the diamond's liquidity and value slightly reduced. A couple percent, not a great deal. You would find many diamond dealers simply would not buy the stone, but those who would, would pay nearly as much as for a non-fluorescent stone. Each buyer has their own concept of what they want to buy, own and sell.

How do you check for it? The black light? Does it
have to be a dark room, or in reg. light okay?

Longwave ultraviolet in a dark room, or dark area. If you can't get to a dark area, try to create darkness by holding the stone in your cupped hand with the UV light over it.
Shortwave ultraviolet is also used for certain purposes, but is dangerous to the unshielded eye. Stick to longwave.
