fluorescence is kind of a personal thing. some love it some dont. Is this stone for someone else? ring? pendant? other? Can't tell you much about the diamonds you listed without the specs like depth/table/crown angle/pavillion angle. For an SI1, you want pics too to see if inclusions are visible.

Alternately, have you considered whiteflash? They have a couple of very nice ACA stones in your budget though smaller than the JA stones:
I had a D with strong blue fluor, and it was gorgeous. The chances of fluor being a problem are very small, especially in a medium fluor stone (more common in stones w very strong fluor). I picked that D stone *because* it had fluor - I love it!
If you choose a stone with fluorescence you need to ask the vendor specifically if it negatively impacts the stone in any way at all. If the answer is no then you should be fine, some people love it some don't it's a matter of choice, in a D it can make the stone have a bluish look to it in strong sunlight and some indoor lighting. It should in theory make any stone a little cheaper than one without it unless you go for a Brian Gavin Blue.
