Do they currently make "european" cut round brilliants or would I be buying an old diamond? Would a 7.90 diameter
RB european look significantly smaller than a 8.42 RB modern cut? Thanks if you can give this info.

7.9mm will absolutely look 6/10 of a mm smaller in diameter than 8.4mm. I could see the difference, but it might not matter a whole lot to an untrained eye.

Newly cut old cut style diamonds are being offered as if they are old cuts. It doesn't really make much difference as the diamond material is millions of years old anyway. When it was cut has little to do with anything. Price is the issue, and most freshly cut diamonds do have a somewhat higher asking price on them than truly second hand stones. As in other areas of business, there are occasional exceptions to any rule, too.

Oh, Dave, won't 7.9 mm look 5/10 (or 1/2) of a mm smaller than 8.4 mm?
