Re GIA and AGS - AGS is more strict for cut, but GIA is more strict for color. So pick which one is more important to you; to get both will necessitate raising your budget.
 
Are you sure you girl was a will be comfortable with a stone this size? Is it typical for her social circle? What career is she in?

By the way - once I buy and receive the diamond, I was thinking about taking it to an expert to verify the quality. This would mostly be for my own peace of mind. Do you have any tips on who to contact or where to go? Do most diamond stores have consultancy services like this? Any thoughts would be appreciated!

My immediate thought is OMG NO! please do not go to a store that sells diamonds (and therefore would love your $28k to be in their till and not someone else's) to validate your GIA/AGS certed proprietary cut ACA is good.
That is a massive conflict of interest for them and they will likely tell you that GIA XXX is all you need for a good diamond, DEF and the only colours worth considering, online vendors are all a bunch of crooks and of course their own stones will be better. The reason for this isn't necessarily that they want to rip you off but many if not most people working in jewellery stores do not keep up with the latest in diamond cutting and imaging science and will rely on what they learned from the jeweller they started with or in a course if they ever did one. They're not diamond specialists.
WF cost more than a standard stone because alongside actually cutting to a higher standard, they do science to work out what constitutes great light return, they do the work vetting the quality for you - the pretty imaging is there so you can confirm you're buying quality.
I personally think WF provide sufficient objective information AND have an impeccable reputation for integrity that I would trust them and just buy a loupe and a macro lens so you can enjoy looking at your new diamond up close! But of course, if you would still like to get it independently verified and you have a good and long standing relationship with a independent jeweller, someone who makes their own stuff and who isn't looking to sell you something, you could take it to them. In the absence of that, I'd look at the independent appraisers list under the Resources tab and go see someone who doesn't stand to make a profit off you.

They told me the only one that was 100% eye clean from all angles was this one:

What do you all think? My only reservation is that I was hoping for something closer to 2.7ct. Are there other websites that offer cuts of similar quality to ACA from WF?

How important is it that the stone is eye clean from all angles? What kind of setting are you wanting? I would still go with the largest

I don't have a whole lot of experience with diamonds, so I am open to advice. But I feel that eye clean is an important quality given that I am spending this much money.

Thanks - I will look at those sites for competitive diamonds.

EDIT: I am planning on a simple setting with 6 prongs.

With six prong setting the underside of the stone is mostly hidden and if an inclusion is visible from 6-10” it may be hidden by a prong. But if you want it fully clean on the underside as well then I can understand it, I have a round that was placed into a 6 prong solitaire and I hate the didn’t hide the feather

I would personally go with the largest one, since I don't think I could personally see those inclusions IRL, or at least I wouldn't be bothered by them. Did you ask them about which one is the most eye clean face up? Again IMHO, but I wouldn't really care if there was a small inclusion from the side, especially if I were getting a 6 prong setting, because some of the side view will be taken up with the prongs and the ring itself. But of course it's about what you are comfortable with.

I didn't see anything under 30K on HPD, so I don't think they'll have anything "better" than WF in terms of options.

Wonderful choices! Just be sure the intended wearer is comfortable wearing a stone this size. I'd also ask that they set the stone as low as possible in the setting.
