Don't know. Probably not, but it depends on the size of your stone (inclusions could be visible on a larger stone even with a higher grade), where the inclusions are, and how good your eyesight is.
Emerald cuts can be tricky. If you've got a larger one (1.5+), and the inclusion is near the girdle and low relief, there's a slight possiblity you might be able to see it even with a GIA VS2 grade. Their grading system allows for eye-visible inclusions at VS2 in rare circumstances.
As with all fancy cuts, the only way to be sure is to examine it yourself.
