EGL-USA vs. GIA Certificates

Should one of the first things we ask a jeweler "what type of certificate does the diamond have?" Just trying to understand what cert is the best (i.e., is accurate) to determine color and clarity.

Also, is it true that measurements of the diamond and weight of the diamond should be the same across all certificate types since numbers don''t lie? But it''s the color and clarity that could be different across certificate types due to some subjectivity?

I think most experts on this board recommend GIA or AGS because they are more conservative/accurate.
