EGL Certficate Question?

I have a quick EGL certificate question:

EGL-USA certificate numbers start with US such as "US 71979407D". The other day I was shown a diamond with a certificate that has a number that starts with "AR" such as AR 3000198.

Any one one know where an AR certificate comes from. EDL-Antwerp??
