I was told by a jeweller when looking at two diamonds that one was a drier coloured stone. What does this mean? Can a jeweller judge the colour of a diamond by just looking at it and not comparing it to a master stone set?

Some jewelers think they can. Usually the ones without master stone sets.

But to your question, generally speaking is NO!

Somebody that works with diamonds all day every day can get very close to color, clarity and cut grade in a matter of seconds with a 10x loupe, tweezers and north sunlight. Very close is good enough for these guys that have big $$$ riding on buying a lot of diamonds is a very short time. If they had to check each one with a master set, they would never get their job done.
A jeweler does not work with diamonds all day every day. They have a business to run, inventory to handle, phones to answer, bills to pay and a million other things to do. If he is lucky he will have time to look at a couple of diamonds a day. Like Rockdoc says, they think they can, which isn't good enough for a retail jewelry store these days.
