Does Anyone Know about: Bound Printed Matter Registered mail through USPS.My jeweler sent m E band t

I picked out and ordered a plt diamond eternity band while I was in Hawaii visiting my husband. Before it was done and ready for me to pick up, I flew back home so my jeweler is sending the ring to me. He sent it Bound Printed Matter Registered. I have never heard of this service before. I looked at the USPS website and it says its for bounded paper but I don''''t fully understand how/why he sent my ring this way. I paid $40 for shipping so I want to know if he was over charging me, I know most of the cost was for insurance but I''''m curious

Hmmm...I think it''s more likely that he just sent it registered mail. Maybe he just used the wrong term. Registered is how you would send jewelry items because it''s very secure and you can insure for up to $25k.
 
I see, the email I got from USPS (not from him) with the DC number and shipping info states that is how it was shipped.

No problem! All the terms for the various shipping methods get confusing, so he probably just didn''t think about the fact that "bound printed matter registered" was really something only for manuscripts, etc.
 
I think bound printed matter is part of the media mail classification -- it's reserved for catalogues, books, and such, and is one of the less costly ways to ship. Because media mail is less costly the post office reserves the right to inspect packages:

2.2 Postal Inspection
BPM is not sealed against postal inspection. Regardless of physical closure, the mailing of articles at BPM prices constitutes consent by the mailer to postal inspection of the contents.

It also gets a lower priority -- it can be "bumped" if and handled later if there's a lot of first class mail to be dealt with, for example.

Priority mail is more expensive, though not much more for a 1-pound package. The important thing in this case is probably that first class and priority mail parcels are not normally subject to inspection:


Matter Closed Against Postal Inspection
Matter closed against postal inspection includes First-Class Mail, Priority Mail, and Express Mail. The USPS may open mail other than First-Class Mail, Priority Mail or Express Mail to determine whether the proper postage is paid. Material wrapped or packaged so that it cannot be examined easily or examined without destruction or serious damage is closed against postal inspection and is charged the appropriate First-Class Mail, Priority Mail, or Express Mail price.

Whether the package was registered or not, it seems to me that the shipper added considerable risk if he shipped using rates that allow for postal inspection, rather than shipping the package as first class or priority mail.

Was the package stamped as media mail or printed matter?
 
I think you definitely got ripped off on shipping. That is one of the cheapest ways to ship something.. he probably paid no more than $5 to ship your package. And you can only ship printer materials this way..

As for insurance, this doesn't make much sense.. you have to state the value of the item that is being insured and depending on that value, that is how much your insurance cost is.
What's confusing is how they let him ship the item "Bound Printed Matter". I'm not sure how much your eternity band was, but I doubt there are very many books or pamphlets that are valued at what your ring cost. He's lucky he got away with it..

From my understanding, she is confirming that the USPS email said BPM used.
I have had one of these auto generated shipping advices, and they state the sender, addressee, tracking number, delivery method and expected delivery date..
So it sounds like there is a definate possibility he did use that BPM method from what I can tell..


Sandra, can you make some enquiries with the USPS? If that is the case, I would be concerned personally, as I don't see how your item can be insured for its true value etc..

I'm sorry you're having this issue..
